The Christian cultural sub-culture is not the problem. The problem is when it becomes the entire horizon of Kingdom creative ambition — when the goal is to produce excellent content for an existing audience rather than to enter the cultural dialogue that is already shaping the wider community's imagination. The RCIS measures cultural reach as much as cultural quality — because the prophetic signpost that no one outside the faith community sees is not yet fulfilling its function.

Psalm 96:1-3: Sing to the Lord a new song; sing to the Lord, all the earth. Declare his glory among the nations, his marvellous deeds among all peoples. The scope of cultural declaration is all the earth, all peoples, all nations. The RCIS measures whether Kingdom cultural production is fulfilling this scope.
The world produces culture for maximum reach within commercially defined audience segments.
God calls His people to produce culture that declares His glory to all the earth — which requires both the quality that earns attention and the courage to seek an audience beyond the community that already listens.
Isaiah 60:1-3: Arise, shine, for your light has come. Nations will come to your light, and kings to the brightness of your dawn. The light is not produced for private enjoyment. It is produced for public declaration — and the measure of its success is whether the nations come.
