The most powerful anti-corruption tool available to the Mabara community was not legal action. It was legal literacy. The civic legal literacy programme that Amara's tribunal ran through twelve schools produced something no regulation had achieved: a generation of citizens who knew what public procurement was supposed to look like, who knew what a freedom of information request was and how to file one, and who knew the difference between a covenantal institution and a captured one. Informed citizens are significantly harder to exploit than uninformed ones.

This week, learn one right your community holds in relation to one public institution. Then share that knowledge with one person who can use it.

Corruption Depends on the Ignorance of Its Victims

The community that does not know what the law requires of its public institutions cannot hold those institutions accountable. The citizen who does not know their rights cannot exercise them. The family that does not know what the school board is legally obligated to provide cannot demand it. Civic legal literacy is not a specialist skill. It is a Gospel mandate: seek the welfare of the city requires understanding how the city works.

  • Communities exploited by systems they do not understand
  • Public resources diverted without challenge because citizens do not know what the right allocation looks like
  • The vulnerable bearing what the informed could resist

Psalm 82:3-4: Defend the weak and the fatherless; uphold the cause of the poor and the oppressed. Rescue the weak and the needy; deliver them from the hand of the wicked. Defending the weak requires knowing how. Knowing how requires civic literacy.

The world treats legal knowledge as the property of lawyers — inaccessible to ordinary citizens and unnecessary for religious people.

God calls His people to seek the welfare of the city — which includes understanding the systems that govern it well enough to engage them, challenge them, and hold them accountable.

Jeremiah 22:3: Do what is just and right. Rescue from the hand of the oppressor the one who has been robbed. Do no wrong or violence to the foreigner, the fatherless or the widow. Doing what is just and right is not merely an interior posture. It requires the practical knowledge to act effectively.

Corruption depends on the ignorance of its victims. Teaching a community its rights is a moral act — the informed citizen cannot be told exploitation is normal

Living at the mercy of systems you do not understand is its own burden. Communities able to question and challenge carry agency, not dependence.
