The most uncomfortable question in church renewal is financial. Grace's first budget review at Covenant Life showed 81% internal and 19% external. The five-year target she proposed to the elders was 60:40. Not because 60:40 is the theologically perfect ratio but because the direction matters more than the destination and because a church that spends more than 60% of its resources on people who already belong has made an implicit theological decision about what the gospel is for. The Resource Velocity question is not primarily about money. It is about what the church believes the gospel is designed to produce.

The Church Budget Is a Theological Document That Most Churches Never Read As One

Every budget decision is a theological statement. The church that allocates its resources overwhelmingly to internal maintenance has decided — not explicitly but structurally — that its primary obligation is to the comfort of those inside rather than the transformation of those outside. The church whose external mission budget is only the surplus after internal maintenance has not yet applied this standard.

2 Corinthians 9:6: Whoever sows sparingly will also reap sparingly and whoever sows generously will also reap generously. The DVIS applies this principle institutionally: the church that sows sparingly into its neighbourhood reaps sparingly in its impact.
