CTRCI 37.3 to 54.1 over five years in Handsworth. The numbers represent fourteen joint community projects where there had been none. Two flood-response events where the community acted together without prompting or facilitation. An 89% agreement retention rate at six months for mediated disputes — meaning that the agreements held when Joseph was no longer in the room. The CTRCI measures not whether conflict has been resolved in specific instances but whether the community has developed the structural capacity to process future conflict constructively. A CTRCI of 54.1 means: this community is stronger than it was and better equipped than it was to face what comes next.
"Key verse: Isaiah 58:12 (KJV)"
Today identify one specific way your community's capacity for constructive conflict processing has grown in the past year. Celebrate it. Name what produced it. Then identify the next step.
The mediation that resolves one dispute without building the community's capacity to resolve the next one has produced a service not a structure. The CTRCI measures structural capacity — the growing ability of a community to process its own conflicts without external facilitation. The goal of Joseph's work in Handsworth was not to mediate every dispute. It was to build the community's capacity to mediate its own disputes. CTRCI 54.1 means that capacity is growing.
- Peacemaking efforts producing resolutions without building resolution capacity
- Communities dependent on external facilitators for conflict that they should be able to process internally
- The peace that lasts only as long as the peacemaker is present — and collapses when they leave
Zechariah 8:4-5: Once again men and women of ripe old age will sit in the streets of Jerusalem each of them with cane in hand because of their age. The city streets will be filled with boys and girls playing there. The vision of a restored community is specific and unhurried: old people sitting in streets children playing without fear. Not the absence of conflict but the presence of the conditions in which ordinary community life is possible.
The world measures peacemaking success by the resolution of specific disputes and the signing of specific agreements.
God measures community restoration by the quality of ordinary daily life — old people sitting safely children playing freely — which is only possible in a community with genuine structural capacity for shalom.
Isaiah 58:12: Your people will rebuild the ancient ruins and will raise up the age-old foundations; you will be called Repairer of Broken Walls Restorer of Streets with Dwellings. The identity of Repairer is earned by sustained directional faithfulness — not by dramatic intervention but by the cumulative work of building community capacity across years.
"Lord let us be Repairers of Broken Walls in our community — not through dramatic intervention but through the sustained faithful work of building what endures. In Jesus' name Amen."
