The IJACS™ moved from 31 to 41 in two years in Mabara. Not through a dramatic legislative overhaul. Through a whistleblower protocol that gave the just person inside the institution a safe mechanism for documentation. Through a procurement transparency platform that made contract awards visible before they were finalised. Through twelve schools running a civic legal literacy programme. The maternity ward in the northern district was built with recovered fraud funds redirected through a transparent procurement process. That is 6 on the IJACS™ scale. That is forty thousand people and clean water. The IJACS™ rising is not abstract. It is a maternity ward.
"For who hath despised the day of small things? for they shall rejoice, and shall see the plummet in the hand of Zerubbabel with those seven; they are the eyes of the LORD, which run to and fro through the whole earth."
Today, name one specific person who has benefited from a governance improvement in your community. Let that person be the reason you sustain the direction for another year.
A 10-point movement on the IJACS™ is not a statistical abstraction. It is the sum of specific interventions that produced specific outcomes: transparent contracts, protected whistleblowers, civic education reaching twelve schools, and recovered funds building infrastructure that served the people the system had been stealing from. When the IJACS™ is understood as a count of specific benefits to specific people, its movement becomes the most important work in the community.
- Governance reform workers who have lost sight of what the metrics represent
- Communities experiencing the IJACS™ movement without understanding what produced it
- The moral constituency that needs celebrating when the IJACS™ rises, so it understands that its faithfulness produced real change
Matthew 13:33: The kingdom of heaven is like yeast that a woman took and mixed into about sixty pounds of flour until it worked all through the dough. The yeast is invisible. The process is slow. The transformation is total. The IJACS™ works like yeast — invisible in any single week, transformative across a decade.
The world expects governance reform to be visible, rapid, and attributable to a specific intervention or leader.
God builds governance transformation through the cumulative, invisible, sustained work of many just people over long periods — like yeast that works through the dough.
Isaiah 32:1-2: See, a king will reign in righteousness and rulers will rule with justice. Each one will be like a shelter from the wind and a refuge from the storm, like streams of water in a dry country, like the shade of a great rock in a thirsty land. The righteous ruler is a shelter, a stream, a shade — specific relief for specific people in specific conditions.
"Lord, let me never mistake the slow movement of the IJACS for absence of progress. The yeast is working. Let me keep working with it, knowing that what is being built is specific, real, and worth every small faithfulness. In Jesus' name, Amen."

The kingdom of God does not usually arrive as a headline — it arrives like yeast, quiet and small and working through everything, until one day the whole loaf has risen. It has been working toward you like that, in small things you may have despised. Do not wait for a dramatic sign. Turn to Him today, and find that the quiet work was Him all along, bringing you home
